Introduction

The Problem

Accessibility work was fragmented and inconsistent, creating risk, rework, and late-stage defect discovery.

The Response

Embedded WCAG 2.2 expectations into design and delivery workflows. Created governance gates and review checkpoints. Made accessibility part of vendor expectations and operational standards. Shifted the organization from reactive remediation to proactive inclusive delivery.

Why reactive accessibility failed

Accessibility work was fragmented and inconsistent, creating risk, rework, and late-stage defect discovery.

How the governance model was built

The work started with a standards audit to establish where WCAG 2.2 compliance was missing and why. From there, UX Design Lab embedded accessibility into the delivery process rather than treating it as a post-build check.

  1. Audited existing digital properties against WCAG 2.2 to establish a baseline defect rate.
  2. Defined governance gates: no component or page would progress without an accessibility review checkpoint.
  3. Rewrote vendor contracts and onboarding expectations to include accessibility as a delivery requirement.
  4. Built review processes into design handoff so defects were caught before engineering, not after.
  5. Ran training with internal teams to make inclusive delivery a shared practice, not a specialist task.

The Outcome

Embedding accessibility into the delivery process rather than treating it as remediation after the fact changed the defect rate durably. The 18% reduction came not from a single audit sprint, but from governance that made inclusive quality a condition of shipping.
